EURES Targeted Mobility Scheme (TMS) is EURES's most substantial support for individuals who want to work abroad in Europe but face concrete financial barriers. It is not a general entitlement but a project-based programme led by national employment services.

The programme is notably open: no educational requirements, no upper age limit beyond 18, no specific profession required. This sets it clearly apart from the Blue Book and Schuman traineeships.

Active lead projects are run by the employment services in Sweden (Arbetsförmedlingen), Germany (Bundesagentur für Arbeit) and Italy (Ministero del Lavoro).
